AI chatbot's false intelligence report nearly triggered a US armed operation against a Chinese ship

CNN reported on 18 September 2026 that a US military operation to intercept a Chinese vessel was aborted at the last minute this spring after officials found the underlying intelligence had been generated by an AI chatbot.

A US military operation to intercept a Chinese vessel in the Middle East was called off at the last minute this spring after officials discovered the intelligence behind it had been generated by an AI chatbot that misidentified the ship's cargo, CNN reported on 18 September 2026, citing four sources familiar with the episode. TechCrunch confirmed the account the same day.

What happened

  • An intelligence report circulating during the war with Iran said the Chinese ship was carrying components for a nuclear weapons programme, prompting the US military to prepare to intercept it; according to CNN's sources, armed personnel were preparing to board the vessel and military planes were already in the air.
  • Officials aborted the operation only after finding the report had been produced with the help of AI: an analyst queried a chatbot about intelligence reporting on the ship's manifest that originated with US Special Operations Command Pacific, based in Hawaii, and the bot "fused together open-source intelligence with secret signals intelligence" to reach a false conclusion, CNN reported.
  • The analyst then used AI a second time to package the finding into "a standard intelligence report — the kind that is trusted by military officials", which was then circulated, according to CNN.
  • One source told CNN the report was "entirely false" but "almost started a war." CNN said it could not establish what the ship's actual cargo was.
  • US Special Operations Command Pacific and the Pentagon did not respond to CNN's request for comment.
  • CNN reported there is no single US standard for verifying AI-generated intelligence, and one source said this kind of hallucination "has not been an isolated incident" across the intelligence community.

Why it matters

The episode is a documented case of an AI hallucination coming close to driving a real armed operation against a vessel of another major power, at a moment when the Pentagon — under Defense Secretary Pete Hegseth's January 2026 "Artificial Intelligence Acceleration Strategy" — is pushing to put AI tools directly into the hands of three million civilian and military personnel to speed up decision-making, according to CNN. For governments and militaries elsewhere, including in the Caspian region, the case shows why human verification of AI-assisted intelligence cannot be optional as armed forces adopt commercial AI tools faster than they standardise how those tools are checked.
