9 awards, 386.5 million manats, one supplier — a five-year signal at the State Employment Agency

AZTender's data cut of 16 September 2026 shows Azerbaijan's State Employment Agency recording nine award records naming Agro Best CJSC worth 386,474,921.88 AZN from 2021 to 2026. A signal, not a verdict.

AZTender's data cut of 16 September 2026 shows Azerbaijan's State Employment Agency ("Dövlət Məşğulluq Agentliyi" Publik Hüquqi Şəxsi) recording nine award and result records naming Agro Best CJSC ("Agro Best" Qapalı Səhmdar Cəmiyyəti) — alone, or as part of a two-firm consortium in two of the nine — for livestock and goods procurement under the agency's self-employment project programme. The combined figure across all nine is 386,474,921.88 AZN, running from 7 May 2021 to 20 July 2026, just over five years.

The numbers

Item Value
Buyer Azerbaijan's State Employment Agency ("Dövlət Məşğulluq Agentliyi" Publik Hüquqi Şəxsi)

Awards 9 records, 7 solo, 2 as consortium partner
Procedure type 8 records tagged "Açıq Tender" (open tender), 1 tagged "Təkliflər sorğusu" (request for proposals)
Combined total 386,474,921.88 AZN
Largest single award 73,574,800.00 AZN, 15 March 2023
Window 7 May 2021 – 20 July 2026

What the number is not

The 386.5 million figure sums nine awarded amounts as recorded in the registry, not money paid out or nine signed contracts at that value. Eight of the nine records carry the registry's "Açıq Tender" (open tender) tag; the ninth, from December 2022, is tagged "Təkliflər sorğusu" (request for proposals) — neither tag is a bidder count, and Azerbaijan's open data has none, so this says nothing about competitiveness. Two of the nine awards went to consortiums, not to Agro Best alone. A recurring supplier across five years is a pattern worth a question, not evidence of wrongdoing.

Why it is a signal

  • How many bidders took part in each of the nine procedures, and did competition change over five years?
  • What distinguished the two awards where Agro Best won jointly rather than alone?
  • How many of the nine records converted into signed, executed contracts?
  • Does the self-employment project programme explain one recurring supplier, and what does it require of entrants?
  • Do the six recorded name variants all trace to one legal entity, confirmable by tax identification number?

What AZTender shows

AZTender's entity-report module links award records across name-string variants — the kind of quote-style, case and legal-form differences that separate "Agro Best" QSC from "AGRO BEST" Qapalı Səhmdar Cəmiyyəti in the raw registry — into one buyer-scoped or supplier-scoped history. That is how nine records spread across five years and six spellings surface as one pattern instead of nine unconnected entries. A bidder assessing a sector before entering it, or an auditor and journalist screening a buyer for concentration, can pull that history at aztender.ai.

A signal is not a verdict. Nine awards to one recurring supplier across five years can have an ordinary administrative explanation, such as a single long-running programme with limited qualified entrants, and no conclusion about wrongdoing, affiliation or overpricing is drawn here.
