Four suppliers, 96 million manats, one buyer — two more names surface at a Ministry of Education unit
AZTender's data cut of 30 September 2026 shows a Ministry of Education construction unit, already covered on 14 September, now carrying repeat awards to four suppliers worth 95,984,697.62 AZN in a 180-day window.
AZTender's data cut of 30 September 2026 shows that the Ministry of Education's capital-construction and supply unit (Təhsil Nazirliyinin Təsərrüfat Hesablı Əsaslı Tikinti və Təchizat İdarəsi) — covered on 14 September for a two-supplier, 48.7 million manat concentration — now carries repeat awards to four suppliers in the same 180-day window, worth 95,984,697.62 AZN combined, net of two documented duplicate rows. Two of the four, VIVA MEDICAL GROUP LLC and TAIS İKF LLC, were not named in the earlier article.
The numbers
| Supplier | Awards | Total (AZN) |
|---|---|---|
| SIMPLEX CJSC ("SİMPLEX" QSC) | 6 (2 new since 14 Sept) | 43,048,422.77 |
| VIVA MEDICAL GROUP LLC | 3 | 28,120,012.20 |
| FARID Firm ("FƏRİD" FİRMASI) | 2 distinct (net of duplicates) | 12,791,804.62 |
| TAIS İKF LLC | 2 | 12,024,458.03 |
| Combined | 13 distinct awards | 95,984,697.62 |
What the number is not
Every row above is a result or announcement record, not a confirmed signed contract or a payment; the contract-date field is blank on the new rows. The FARID Firm figure is the corrected net total — the registry's raw sum across four rows is 25,583,609.24 AZN, but two rows are announcement/contract duplicate pairs, as already documented on 14 September, so 12,791,804.62 AZN is the figure used here. No bidder-count data exists for Azerbaijan's open procurement records. Four suppliers holding repeat awards at one buyer inside 180 days is not evidence of wrongdoing on its own — construction and equipment programmes are commonly split into many parallel lots.
Why it is a signal
- Why did VIVA MEDICAL GROUP LLC win two awards for Karabakh University (Qarabağ Universiteti) furniture and lab equipment on consecutive days, 14–15 September?
- What distinguishes the two new SIMPLEX awards, published 17 and 24 September, from its earlier four?
- Why does TAIS İKF LLC hold both its awards for the same school-meals service rather than one combined procedure?
- Did any of the 13 distinct awards proceed to a signed contract, and on what timeline?
What AZTender shows
AZTender's entity-report module tracks every result record against a single buyer over time, so a new supplier appearing after an earlier data cut shows as an update to one buyer history, not a disconnected search. The same module carries forward duplicate-pair detection — the FARID correction here uses the same logic as the 14 September piece — so a bidder or auditor comparing suppliers at one buyer sees distinct awards, not inflated raw sums. A journalist tracking a buyer's supplier list across data cuts can do the same at aztender.ai.
A signal is not a verdict. Four suppliers with repeat awards at one buyer inside 180 days can have an ordinary administrative explanation, and no conclusion about wrongdoing, affiliation or overpricing is drawn here.
