Azerbaijan's digital ministry signs AI memorandum with SpaceXAI, maker of Grok

Azerbaijan's Ministry of Digital Development and Transport signed a memorandum of understanding with SpaceXAI on 30 September 2026 to pilot Grok-based AI tools in public services, Report.az said, citing the ministry.

Azerbaijan's Ministry of Digital Development and Transport (Rəqəmsal İnkişaf və Nəqliyyat Nazirliyi) and SpaceXAI signed a memorandum of understanding on artificial intelligence cooperation on 30 September 2026, Report.az reported, citing the ministry. SpaceXAI is the company behind the Grok models.

What the memorandum covers

  • It provides for the potential use of SpaceXAI's Grok-based solutions in public services and other priority areas of Azerbaijan's digital transformation, Report said, citing the ministry.
  • The parties will assess opportunities to use AI within government agencies and consider deploying successful solutions across the public sector.
  • The Baku signing was attended by Deputy Minister of Digital Development and Transport Rashad Hasanov and a SpaceXAI delegation, including its heads of global government cooperation and of global affairs for the Middle East, North Africa and Türkiye.
  • Hasanov said Azerbaijan "had moved from discussing AI to implementing it," adding that the memorandum would create opportunities to improve public services, including through the mygov portal, and explore AI in national digital infrastructure, according to Report.
  • The parties agreed to cooperate on building local capabilities and exchanging knowledge and skills. A roadmap of pilot projects and technical demonstrations will follow, with each specific project needing its own separate agreement, Report said.

Why it matters

The memorandum is a framework, not a contract: no pilot, budget or timeline has been published, and Report noted implementation of any project depends on a further agreement. It arrives about a week after Azerbaijan's Ministry of Science and Education (Elm və Təhsil Nazirliyi) signed its own three-year memorandum with OpenAI on AI tools for schools, signed in New York by Minister Emin Amrullayev, according to APA. Two state AI memorandums with US vendors in the space of about a week raise the question of how many more such frameworks the region's governments will sign.

What it means for Azerbaijani companies

The deal fits the stated goals of Azerbaijan's AI Strategy for 2025–2028, which calls for favourable conditions for AI deployment and a qualified AI workforce. IT contractors and systems integrators working with mygov or other e-government platforms should watch for the promised roadmap, since the memorandum says each pilot needs its own implementation agreement rather than taking effect automatically.
