Azerbaijan's digital action plan builds a four-tier corridor for AI computing
Azerbaijan's 2026-2028 digital action plan holds 58 initiatives, 18 with priority status, and backs a four-tier "digital corridor" that includes AI computing capacity, a ministry official said on 6 October 2026.
Azerbaijan's digital transformation programme runs on 58 initiatives, 18 of them with priority status, and underpins a planned four-tier "digital corridor" that includes computing capacity for artificial intelligence, Rashad Khaligov, Head of the Digital Development and Innovation Department at the Ministry of Digital Development and Transport of Azerbaijan (Azərbaycan Respublikasının Rəqəmsal İnkişaf və Nəqliyyat Nazirliyi), said at a German-Azerbaijani conference in Baku on 6 October 2026, according to Report.az.
What Khaligov said
- The central document is the Action Plan for Accelerating Digital Development for 2026-2028, "signed by the head of state," which Khaligov said rests on four priority areas: digitalisation, artificial intelligence, innovation and cybersecurity, Report.az reported.
- A Digital Development Council, created to coordinate the plan's execution, is led by First Vice-President Mehriban Aliyeva, according to Report.az.
- "The document contains 58 initiatives, work on which has already begun," Khaligov said, adding that 18 of them "received priority status," including building a National Data Lake House and merging state services into a single myGov application, Report.az reported.
- Describing a "Digital Corridor," Khaligov said Baku is forming a four-tier architecture: telecommunications infrastructure between Europe and Asia, data storage and processing facilities, computing resources for AI, and a top layer of digital services, according to Report.az.
- He said Azerbaijan's energy surplus and regional connectivity give it an advantage to become "one of the key global sites for hosting computing power," Report.az reported.
Why it matters
The 58-initiative count is not new on its own — Deputy Minister Rashad Hasanov cited the same figure to the Milli Majlis on 9 July 2026, according to APA — but Khaligov's remarks add detail that was not previously public: a named Data Lake House project, a single myGov front end, and a four-layer "Digital Corridor" that explicitly reserves one tier for AI computing. Report.az did not disclose costs or completion dates for that AI-computing layer.
What it means for Azerbaijani companies
The plan sits inside the first goal of Azerbaijan's Artificial Intelligence Strategy for 2025-2028 — improving infrastructure access — approved by presidential decree. For local cloud, data-centre and systems-integration firms, the Data Lake House and the Digital Corridor's AI-computing tier signal where state demand may concentrate; without a published procurement timeline, companies cannot yet apply for a specific contract, only track the Digital Development Council's output for tenders as they appear.
