4 single-source awards, four buyers, 1.23 million manats — a cross-buyer signal for SABAH CITY LLC

AZTender's data cut of 19 September 2026 shows SABAH CITY LLC winning four single-source awards from four different state education buyers, worth 1,232,893.21 AZN between 23 June and 15 September 2026.

AZTender's data cut of 19 September 2026 shows one supplier, SABAH CITY LLC ("SABAH CİTY" MMC), recording four single-source ("Bir mənbə") award records from four different public buyers — all universities or education-adjacent bodies — worth 1,232,893.21 AZN combined, published between 23 June and 15 September 2026.

What the number is not

The 1.23 million figure sums four separate result records from four separate procedures, not one contract, not signed-and-paid work, and not one buyer's spending. Each award carries the registry's own "Bir mənbə" (single-source) procedure-type tag; that tag is the registry's own classification, not a finding that any procedure was improperly awarded. The supplier's name appears under three cosmetic variants in the underlying data — different quotation marks and a trailing "İ" — normalised here into one entity; a plain name search could otherwise miss or split this pattern across buyers. Azerbaijan's open procurement data carries no bidder counts, so this is not a competition or exclusivity claim, and no affiliation is asserted between the four buyer bodies, or between any buyer and the supplier. This supplier appears in the procurement registry under its own name; AI Hub Azerbaijan has not established any connection between it and the SABAH.city campus or the SABAH.HUB Innovation Center reported on 18 September.

Why it is a signal

  • What good or service did each of the four single-source procedures actually cover, and were the scopes comparable across the four buyers?
  • Did SABAH CITY LLC hold contracts with any of these four buyers before this three-month window, or does it appear elsewhere in education-sector procurement?
  • Why did four buyers with no evident administrative link select the same supplier under a single-source procedure within less than three months?
  • Did any of the four result records convert into a signed, executed contract, and at what value?
  • What justification is recorded for choosing a single-source procedure at each of the four buyers?

What AZTender shows

AZTender's entity-report module tracks a supplier across every buyer that names it, so four single-source awards from four otherwise unconnected universities and education bodies surface as one cross-buyer history rather than four separate registry entries. The same module normalises cosmetic name variants — differing quotation marks, a trailing letter — before counting them, which is how this pattern held together instead of splitting into three partial pictures. A bidder assessing competition in education-sector procurement, or an auditor screening suppliers for buyer-side concentration, can pull that history at aztender.ai.

A signal is not a verdict. Four single-source awards to one supplier across four education buyers within three months can have an ordinary administrative explanation, and no conclusion about wrongdoing, affiliation or overpricing is drawn here.
