2 awards, 3.43 million manats, one supplier — a concentration signal at a Ministry of Education IT unit

AZTender's data cut of 11 October 2026 shows a Ministry of Education IT unit recording two award records for EDUMEDIA-AZERBAIJAN LLC worth 3,432,197.56 AZN, published 2 days 24 minutes apart.

AZTender's data cut of 11 October 2026 shows a single buyer — the Education System Informatisation Directorate under Azerbaijan's Ministry of Education (Azərbaycan Respublikası Təhsil Nazirliyi nəzdində Təhsil Sisteminin İnformasiyalaşdırılması İdarəsi) — recording two award records naming a single supplier, EDUMEDIA-AZERBAIJAN LLC ("EDUMEDİA-AZƏRBAYCAN" MMC), worth 3,432,197.56 AZN combined, published 2 days 24 minutes apart.

What the number is not

The 3.43 million figure sums two result records, not two signed contracts, completed work or money paid; this data cut shows neither award matched to a dated entry in the registry's contract stream. It is not a single-source claim: the registry's procedure-type tag is blank on both records, so neither procedure's openness or restriction is confirmed. It is not a bidder-count claim either — Azerbaijan's open procurement data does not publish how many firms competed for either award. And it is not proof of any link beyond the shared buyer, the shared supplier and the gap between the two publication dates — one supplier recording two awards from the same buyer within three days is a pattern worth a question, not a verdict.

Why it is a signal

  • What procedure type governed each of the two awards, given the registry's type tag is blank on both?
  • Did the teaching-resource purchase and the network-infrastructure purchase draw competing bidders, and were they the same firms in both cases?
  • Will either or both result records later convert into a matching, dated contract-stream entry?
  • How many other suppliers has this directorate awarded comparable digital-infrastructure work to over the same period, for scale?
  • What distinguishes the scope of the teaching-resource award from the network-infrastructure award beyond their near-simultaneous publication?

What AZTender shows

AZTender's entity-report module links every result record for a buyer to the suppliers it names, which is how two awards to one supplier, published two days and twenty-four minutes apart, surface as a single buyer-scoped history rather than two unconnected registry entries. The same view flags which records still lack a matching contract-stream entry — the distinction behind the "not yet contracted" note above. A bidder tracking award activity in education-sector IT procurement, or an auditor or journalist screening buyers for supplier concentration, can pull that history at aztender.ai.

A signal is not a verdict. Two award records to one supplier published two days and twenty-four minutes apart can have an ordinary administrative explanation, such as two separate lots of the same digitalisation programme clearing the registry in the same week, and no conclusion about wrongdoing, affiliation or overpricing is drawn here.
