3 open-tender awards, 14.42 million manats, one supplier — a concentration signal at Azerishiq

AZTender's data cut of 20 September 2026 shows Azerishiq OJSC recording three open-tender awards for AMFA Construction CJSC worth 14,419,883.07 AZN, published between 18 May and 8 June 2026.

AZTender's data cut of 20 September 2026 shows a single buyer, Azerishiq OJSC ("AZƏRİŞIQ" ASC, the state electricity distribution company), recording three open-tender award records naming a single supplier, AMFA Construction CJSC ("AMFA CONSTRUCTİON" QSC), worth 14,419,883.07 AZN combined, published between 18 May and 8 June 2026 — about three weeks.

The numbers

Item Value
Buyer Azerishiq OJSC ("AZƏRİŞIQ" ASC)
Supplier AMFA Construction CJSC ("AMFA CONSTRUCTİON" QSC)
Awards 3 open-tender award records
Combined total 14,419,883.07 AZN
Largest single award 5,530,002.56 AZN, published 3 June 2026
Window 18 May – 8 June 2026 (about three weeks)

What the number is not

The 14.42 million figure sums three deduplicated award records, not three signed, executed contracts or money paid. Only two of the three awards — 5,201,030.52 AZN and 3,688,849.99 AZN — carry a matching contract-confirmation entry in the registry; the third, 5,530,002.56 AZN, is a registered result with no contract entry yet in this data cut. "Open tender" is the registry's own procedure-type tag, not a finding about competition, and bidder counts are not published for Azerbaijani tenders. Three awards to one supplier from one buyer inside three weeks are not, by themselves, evidence of wrongdoing, affiliation or overpricing; a single ongoing electricity-infrastructure programme split into lots is one ordinary explanation.

Why it is a signal

  • How many bidders took part in each of the three procedures, and did the same firms compete each time?
  • What links the three lots that let their award notices land within three weeks of each other?
  • Will the third award, 5.53 million manats, convert into a signed contract, and when?
  • What underlying works programme, if any, groups these three open tenders at Azerishiq?
  • How many other suppliers won comparably sized lots from Azerishiq in the same window?

What AZTender shows

AZTender's entity-report module links every result and contract record for a buyer to the suppliers it names, which is how three separate open-tender awards to one supplier at Azerishiq surface as one buyer-scoped history rather than three unconnected registry entries. The same view flags which records carry a matching contract entry and which remain result-only — the distinction behind the total above. A bidder tracking competition in electricity-distribution infrastructure work, or an auditor screening buyers for supplier concentration, can pull that history at aztender.ai.

A signal is not a verdict. Three open-tender awards to one supplier inside three weeks can have an ordinary administrative explanation, such as a single capital-works programme split into lots, and no conclusion about wrongdoing, affiliation or overpricing is drawn here.
