4 awards, 133.9 million manats, one supplier — a concentration and timing signal at Azerenerji
AZTender's data cut of 15 September 2026 shows Azerenerji OJSC recording four award/result records for AzConstruction CJSC worth 133,906,945.95 AZN since March, two of them published four minutes apart on 29 July.
AZTender's data cut of 15 September 2026 shows a single buyer, Azerenerji OJSC ("AZƏRENERJİ" ASC), recording four award/result records naming a single supplier, AzConstruction CJSC ("AZCONSTRUCTION" QSC), worth 133,906,945.95 AZN combined, published between 19 March and 29 July 2026. Two of the four — 21,280,660.78 AZN and 45,964,995.01 AZN, together 67,245,655.79 AZN — were published four minutes apart, at 18:20 and 18:24, on 29 July 2026.
The numbers
| Item | Value |
|---|---|
| Buyer | Azerenerji OJSC ("AZƏRENERJİ" ASC) |
| Supplier | AzConstruction CJSC ("AZCONSTRUCTION" QSC) |
| Records | 4 award/result records |
| Combined total | 133,906,945.95 AZN |
| Largest single record | 59,996,734.71 AZN, published 22 June 2026 |
| Window | 6 March – 29 July 2026 (almost five months) |
| Same-day pair | 21,280,660.78 + 45,964,995.01 = 67,245,655.79 AZN, four minutes apart on 29 July 2026 |
What the number is not
The 133.9 million figure sums four result records, not four signed contracts, completed work or money paid. Only the cable-line record of 6 March, 6,664,555.45 AZN, has a matching entry in the registry's contract stream, and that entry is dated 19 March; the other three, including both 29 July records, are result announcements with no matching contract entry yet. It is not a single-source claim: the one record carrying a procedure-type tag reads "Açıq Tender" (open tender); the other three carry no tag. Same-buyer, same-supplier concentration and same-day timing are not, by themselves, evidence of wrongdoing, affiliation or overpricing.
Why it is a signal
- How many bidders took part in each of the four procedures, and did the same firms compete every time?
- What distinguished the two 29 July procurements that let both clear the registry within four minutes?
- Which of the three uncontracted result records later converted into a signed, executed contract?
- What procedure governed the three untagged records, and does the open-tender classification on the March record hold across the rest?
- Why did the 21.3 million and 46.0 million manat records, the two published closest together, land on the same day, minutes apart?
What AZTender shows
AZTender's entity-report module links every result record for a buyer to the suppliers it names, so four awards to one supplier inside almost five months — two of them minutes apart — surface as one buyer-scoped history rather than four separate registry entries. The same view separates result announcements from the registry's contract-stream rows, which is how one confirmed contract here is distinguished from the three not yet matched to one. A bidder tracking competition in energy-sector construction work, or an auditor screening buyers for concentration, can pull that history at aztender.ai.
A signal is not a verdict. Four result records naming one supplier across almost five months can have an ordinary administrative explanation, such as a single capital-works programme split into lots, and no conclusion about wrongdoing, affiliation or overpricing is drawn here.
Correction (22 September 2026). An earlier version gave the window as 19 March – 29 July 2026. 19 March is the date of the contract-stream entry for the cable-line record; the result record itself is dated 6 March 2026. The window and its length have been corrected; no amount has changed.
