What Azerbaijan's AI Strategy for 2025–2028 actually commits to

The strategy, approved by presidential decree in March 2025, sets four goals and puts monitoring under the Centre for Analysis of Economic Reforms and Communication. A short explainer of what is in it and what is not.

Azerbaijan's Artificial Intelligence Strategy for 2025–2028 was approved by decree of President Ilham Aliyev, reported on 19 March 2025. Eighteen months in, it is the reference document behind most public-sector AI announcements in the country, including the ZƏKA national AI awards and the planned state standards for AI.

The four goals

As published, the strategy names four objectives:

  1. Enhancing the competitiveness of the country's economy.
  2. Creating favourable conditions for the implementation of artificial intelligence.
  3. Training a qualified workforce for the AI industry.
  4. Promoting the benefits of artificial intelligence to all segments of society.

The decree also calls for accelerating AI development, encouraging scientific research, improving AI-related technologies and management systems, expanding infrastructure and growing the pool of qualified professionals.

Who does what

  • The Centre for Analysis of Economic Reforms and Communication (CAERC) under the Cabinet of Ministers monitors and evaluates implementation.
  • The State Service for Special Communication and Information Security analyses information-security risks in state bodies that implement AI systems.
  • The Ministry of Digital Development and Transport, together with other state agencies, is tasked with AI standardisation work during 2025–2028, according to APA.

What is not in it

The published text does not name priority sectors, measurable targets or a consolidated budget. That is not unusual for a framework strategy. It does mean that progress will be visible mainly through the action plans, procurements and pilots that follow it. Tracking those is one of the reasons this site exists.
