AZCON Holding signs artificial intelligence partnership with World Economic Forum

AZCON Holding and the World Economic Forum signed a Partnership Agreement on 14 September 2026 to cooperate on digital transformation, AI and regional connectivity, the Holding said.

AZCON Holding, Azerbaijan's state holding company for the transport and communications sector, signed a Partnership Agreement with the World Economic Forum (WEF) on 14 September 2026, after a meeting in Switzerland between the Holding's Executive Director Shahin Babayev and WEF President and CEO Alois Zwinggi, according to AZCON Holding.

What the agreement covers

  • The meeting discussed cooperation prospects in transport and regional connectivity, digital transformation, and artificial intelligence, AZCON Holding said.
  • Under the agreement, the Holding will expand cooperation with the WEF specifically in regional connectivity, digital transformation and artificial intelligence, according to the Holding.
  • The partnership is meant to create opportunities for "international exchange of expertise, learning from best practices, and participation in relevant global initiatives" in these areas, AZCON Holding said.
  • The two sides also discussed future cooperation, including knowledge and experience sharing, international dialogue and joint initiatives, according to the Holding.
  • Trend news agency independently reported the same meeting, participants and the three named cooperation areas on 14 September 2026.

Why it matters

The agreement carries no budget, timeline or named project, so it reads as a framework for future contact rather than a concrete AI deployment. Its significance lies in who signed it: AZCON Holding, established by presidential decree on 7 November 2024, oversees 12 state enterprises — including Azerbaijan Airlines, Azerbaijan Railways, Baku Metro and the National Artificial Intelligence Center — according to the Holding's website, giving a WEF-linked cooperation channel direct reach into bodies that run large-scale transport and logistics operations.

What it means for Azerbaijani institutions: the deal lines up with the Artificial Intelligence Strategy for 2025–2028, approved by presidential decree in March 2025, which lists "creating favourable conditions for the implementation of artificial intelligence" and training a qualified AI workforce among its objectives. An agreement built around exchanging international AI expertise and best practice is a plausible route toward those goals, but it sets no measurable AI target of its own — companies working with AZCON-affiliated enterprises should watch for follow-up action plans rather than treat this announcement as a procurement signal.
